The Hays CISD Performing Arts Center (PAC) is a magnificent facility located in the heart of the school district, boasting a capacity of nearly 1000 people in the auditorium, a state-of-the-art sound and video system, and two conference rooms for meetings. The PAC is used for a variety of events and performances by the school district and campus, and is also available for rent to the community and outside organizations. When it comes to art materials, all three-dimensional works of art must be self-sufficient or include a support. Art presented in an electronic medium must be accompanied by appropriate audio and video equipment.

All two-dimensional artworks must be framed or mounted and ready to hang. The goal of the program is to present a series of exhibitions that reflect the artistic excellence and cultural diversity of the Hays County metropolitan area, while promoting the county's cultural and economic initiatives. Works of art that are exhibited at the Hays County Government Center can be sold by the organization or artist that lends the material, provided that the works of art remain on display until the exhibition ends. If approved in writing by the building manager, the Arts Committee may allow a lender to install the exhibition under their supervision or provide at least one person to assist in installation.

Electronic format works of art may be shown without audio at the discretion of the Arts Committee. Public art will not be displayed in courtrooms or administrative offices located on the first, second, or third floor. The adult art program at Dougherty School of the Arts is dedicated to enriching Austin with hands-on artistic opportunities. This exhibition will be available for viewing from February to May, pending current guidelines defined by Hays County leaders in light of COVID-19. Works of art that are exhibited at the Hays County Government Center throughout an exhibition will remain in place until the end of the exhibition, unless approved for early removal by the Arts Committee. If a complaint is received that a particular piece of art is mocking, vulgar, appalling, or offensive to visitors, it will be reviewed by county judge who will make a decision.
